With reference to the Rule of Court alter-
-ing the vacations of the Supreme Court in its Original Juris-
-diction which I had the honour to forward to Your Excellency on
the 7th. instant, I notice that it was not laid before the
Legislative Council at its sitting last Thursday. It has occur-
-red to me as possible that Your Excellency has sought the
opinion of the Chamber of Commerce on the question. I could of
course offer no objection to such a course, but should Your
Excellency have adopted it, I vanture to point out that in my
covering letter I have only given a brief outline of the
reasons which have induced the making of the Rule of Court. I
mention this because on a previous occasion when I had proposed
an alteration in the holding of Criminal Sessions Your Excel-
-lency's predecessor referred the question to the Chamber of
Commerce, and the Chamber expressed an opinion adverse to my
proposal. It subsequently transpired that the Chamber did not
have the minute which I had written laid before them; and I was
informed by the Chairman that had they known the reason which
had induced me to make the proposed change they would have
concurred in it. In the present case I have as above stated
prepared only a brief statement of the reasons which seem to
me to render the change in the vactions necessary, and it may be
that Your Excellency would think it advisable that I should
prepare a fuller statement of those reasons in the event of the Chamber of Commerce having been communicated with by Your Excel-
-lency.
